Pieter Mulier was born in Haarlem in Holland, where he trained as an artist with his father.
As a young man, he travelled to Italy, where he remained for the rest of his life, working in Rome, Genoa and northern Italy.
He was known chiefly for his Italianate landscapes, but he also painted hunting scenes, in the manner of Frans Snyders (1579-1657).
