A Rocky Coastal Landscape with Figures in Boats, by Jacobus Sibrandi Mancadan (1602-1680).

Oil on panel, 47.5cm by 61.5cm.

Mancadan was a Dutch government official who appears to have started painting quite late in life.

He specialised in landscapes which were either idealised, in the Italian manner, and showed the influence of Salvator Rosa (1615-1673), or more naturalistic scenes influenced by the landscapes around his home in Friesland.
